"Seemingly more inclusive"

"[T]he political elite class had figured out how to integrate minorities into key positions to present a seemingly more inclusionary image of democratic governance." This is heavily related to hegemony, as well as my social awareness campaign. The groups in power give the minority just enough for them to keep the power in the same place. We need more than just "tokens" representing us. There is a need to have minorities that do not make it "seemingly more inclusive" within the government; there is a need to have individuals that make decisions that actually help better the minority groups within the government. To think that even with more minority representatives, there is a power that is in place that keeps the status quo seems to be the norm.

Question: How do you make politics more appealing so that more people will want to be involved?
