Response to "A Tale of Two Campuses: Berkeley and Davis respond to Occupy movements"

This passage compares the difference between the responses and treatments of UC Berkeley and UC Davis administrations in the issue of the students' protests toward the raising cost of attending UC system. I am shocked and unsatisfied with our campus' response. The administrations did not start to take actions to deal with the problem. Instead, they shifted the common attention to the complaints about the cost of repairing the halls or the damage to campus the students made. Although students overreacted and expressed their rage through destroying some of the campus utilities, students did this for a reason. We all love our community and I believe no one would like to ruin anything for no reason. Students had to do these because they wanted their voice to be taken seriously. Many families are suffering difficulties of paying university fees. UC Davis could improve the situation by promoting the Middle Class access plan and give low income families opportunities to send their children to UC system.
Question: Why was there a big difference? Did the process or content of the protests of UC Berkeley and UC Davis have big differences?
