Empire of Death and the Plague of Civic Violence

In Hamamoto’s Empire of Death and the Plague of Civic Violence, the nature of serial killers were discussed, causing readers to believe one of the causes for violence committed by these individuals is post-traumatic stress disorder (PTSD). It would be reasonable to assume these murderers may have dealt with an abusive history, but the common fact among them is having experience in the armed forces. This may have caused them the need to project their violence towards a particular group of people. To have been in a war against a specific country, it could lead to a grudge against people with the same ethnicity from that same country. With the growing mass productions of violent war movies and video games, it could desensitize children, letting them see only bravery and honor from winning a battle. These games would lead people to a false interpretation, not having them see the mental issues veterans are now facing. With the mental issues these veterans carry, it leads to an unfortunate path of committing violent acts because they don’t get the necessary help they need.       
  

Question: How can veterans obtain resources they need to deal with mental illnesses they get from fighting in war?
