Occupy Movements Within Universities

Something I want to focus on is the police brutality on students during the Occupy Movement. I actually remember hearing the news of the violence against protesters in UC Berkeley, UC Davis, and other locations. It upsets me that the police had treated the students who were exercising their right of protest and free speech so cruelly. What really confuses me is why the chancellors will not address or negotiate with the students about tuition hikes rather than letting such horrible courses of action happen among their campus. As student Shannon Giamichele points out, the police are supposed to be there to protect students and their rights rather than punishing them for doing so.

In addition, students are part of the university, and they have the right to protest against things (such as tuition hikes) that affect them negatively as a whole. Why is it that authority figures within our public universities will not respect the students' opinions? Why do they avoid the peaceful confrontations of students?
