Response to "A Tale of Two Campuses: Berkeley and Davis Respond To Occupy Movements"

The Occupy protests were for the most part, peaceful and clear in their message in their opposition of increasing tuition hikes. There were some among the protesters' whose only goal was to cause damage and wreak havoc among the respective campuses. However, in comparison, the damage was minimal, despite the egregious claims made by the UC Davis campus administrators. The goal as I stated above of the Occupy Movement was to push the administrators to prevent the increase of tuition. In response, UC Berkeley responded through the MCap Plan which stated that middle-class families would only have to pay up to 15% of their annual income in order to send their children through the school system. UC Davis, instead, showed strong-armed tactics, using pepper spray and mass arrests of students, while choosing to ignore the demands of the students for more affordable tuition.
Why did Chancellor Katehi not promote the MCap Program when it was given the opportunity to do so?
