The USA Patriot Act

The main point of the USA Patriot Act is to prevent events such as September 11th again. This act gives the federal authorities more power over listening into phone conversations, looking at emails, looking at bank transactions, etc. in order to capture criminals and terrorists. The act has made many citizens of the United States feel that their privacy has been invaded, and I agree--there are people who want to keep their lives private, and that should be respected. In addition, is there a way to make sure federal authorities do not abuse their power of eavesdropping/looking at people's personal info? Has the Patriot Act made the number of crimes in the United States decrease?
